Following from Shanghai, dated September 13th,

begins:-

Confidential. Wen Tsung-yao came to see me yesterday with a message from Marshal Sun, to say that the latter had definitely decided to accept aid in money and troops from Chang Tso-lin in order to resist southern attack.

Sun considers safety of China is at stake and appeals to you for British co-ordination in any form on the ground that our interests are equally menaced. He is prepared to risk Mukden troops remaining in the Yangtze and to face the charge of selling his country to the foreigner, if only the Bolshevik danger can be eliminated. His Own position is none too strong and he cannot risk attack of the Rede via Kiangsi until certain of

success.

I made the usual reference to policy of non- interference, as laid down in the Washington
